Who owns it

The rule

“Majority owned and operated” means eligible owners together hold more than half the voting power and more than half the power to direct management, sign and exit agreements, and make decisions for the license.¹

Rules in place since May 2026 explain what majority ownership means and let regulators review ownership arrangements before a license is issued, rather than afterwards.²

A micro license may not have an owner who also owns an existing medical, comprehensive or other micro license.^3,4

Ownership changes of 50% or more may be submitted only after a facility is approved to operate, and every change needs a business change application approved by the department first.¹

What the public record shows

DCR’s licensee list publishes each license number, the licensed entity, any trade names, and an approval-to-operate date.⁵ It does not publish owner names, eligibility claims or private agreements. So on most records those fields read “Not available in public records,” with the date we last checked.

How we present it

• Only public-record facts, each with its source and date.
• Names that appear only in published reporting are labelled as reporting, with the article and its date.
• No inference from addresses, phone numbers, trade names or business filings.
• No characterisation and no scoring of any owner or arrangement.
• Missing facts say so: “Not available in public records as of” a date.
