Who owns it

A micro license must be majority owned and operated by eligible individuals. Rules in effect since May 2026 define what that means and let regulators review ownership deals before a license is issued.1,2 Each record shows what the public filings say, and nothing more.

Micro-dispensaries “may acquire marijuana product only from a microbusiness wholesale facility or another microbusiness dispensary facility.”2

Micro wholesale facilities may sell to “a microbusiness dispensary facility, other microbusiness wholesale facility, or marijuana testing facility.”2

Plate IV

The microbusiness program

Missouri’s microbusiness licenses are a separate, smaller-scale category for owners who meet specific eligibility criteria.

Each person counted toward majority ownership must meet at least one of these criteria. A summary, not legal advice.1

  • a. Low income and net worth

    Net worth under $250,000, and household income below 250% of the federal poverty level for at least three of the ten calendar years before applying.2,1

  • b. A non-violent marijuana offense

    Arrested for, prosecuted for or convicted of a non-violent marijuana offense on or before December 8, 2021, or the parent, guardian or spouse of someone who was. Offenses involving a minor or driving under the influence do not count.1,2

  • c. Graduated from an unaccredited district

    Graduated from a school district that was unaccredited at the time. A GED or other equivalency diploma does not count, because it is not tied to a district.1,2

  • d. Lived in an unaccredited district's ZIP

    Lived for three of the past five years in a ZIP code containing an unaccredited school district.2

  • e. A service-connected disability

    Holds a valid service-connected disability card from the U.S. Department of Veterans Affairs.2

  • f. Lives in a qualifying area

    Lives in a ZIP code or census tract where at least 30% of people are below the poverty line, unemployment runs 50% above the state rate, or the historic marijuana incarceration rate runs 50% above the state rate.2
